Introduction Immediate Past President of the NC Psychiatric Association, Consulting Professor of Psychiatry at Duke. September 2008 "Heroes in the Fight" Award from CPDMI in Individual Psychiatrist category. Clinical Director, John Umstead Hospital, 1998-2004; Medical Director, Virginia DMHDDSAS, 1996-1998; Superintendent, Colorado Mental Health Institute at Pueblo, 1991-1996; Assistant Medical Director, Atascadero (Calif.) State Hospital, 1988-1991. Co-founded Atascasdero Clinical Safety Project, nationally-recognized research effort into patient aggression and clinical safety. The Project won the American Psychiatric Association’s 1999 Significant Achievement Award and JCAHO’s 1998 Ernest A. Codman Award for improved organization performance. In 2003-04, Dr. Carmel was part-time Special Liaison to the DMHDDSAS Division Director, serving as DMH Central Office's only psychiatrist.
