Introduction assumed command of USNS Mercy (T-AH 19) in March 2006. He graduated from California Maritime Academy in 1980 and accepted employment with the Military Sealift Command. He also attended the Naval War College in Newport, Rhode Island graduating in June 2001. Captain Wiley commanded the USNS John Ericsson (T-AO 194) from October 1998 to December 2005. Previous assignments include First Officer, USNS Mispillion (T-AO 105); Second Officer, USNS Hassayampa (T-AO 145); and Third Officer, USNS Dutton (T-AGS 22). Other operational assignments include relief Master, USNS Hassayampa (T-AO 145), USNS Spica (T-AFS 9), and USNS Andrew J. Higgins (T-AO 190); Master, USNS San Jose 9T-AFS 7) and Port Captain of Military Sealift Command Pacific in Oakland, California. Captain Wiley’s awards include the Meritorious Civilian Service Award (two awards), as well as the Merchant Marine Expeditionary Medal (two awards). He is also the recipient of the US Navy League's 2002 Arthur L. Johnson Award for Inspirational Leadership.
