Introduction Bruce Bullen was Chief Operating Officer of Harvard Pilgrim Health Care in Wellesley Massachusetts from 1999 to 2009, a period during which Harvard Pilgrim was named the number one commercial health plan in the United States for five consecutive years by the National Committee on Quality Assurance and US News and World Report. From 1989 to 1999 he was the Medicaid Director and Commissioner of Medical Assistance for the Commonwealth of Massachusetts. Pursuant to a federal Medicaid waiver, he implemented the MassHealth program in 1997. It became the basis for the Massachusetts health reform program implemented a decade later.
