Unlike a dog, how can a turtle ever be naked?
Given that it's shell is part of it's body, turtles usually are naked, in the same way that Kate Moss is, when viewed nearly bereft of clothing, apparently armored by a mantle of bars that run horizontally over her chest. It doesn't mean she should run around topless.
