Interests	Jon H. Oberg, Dr. Phil., has lived and worked in three capitals: Washington, Lincoln, and Berlin. A Nebraska resident, he divides his time among Washington (in the Maryland suburbs), Lincoln (on a prairie), and Berlin (Kreuzberg). He is best known at the federal level for his contributions to First Amendment and Eleventh Amendment jurisprudence, and at the state level for state agency management, directorship, and litigation in the public interest.
