Most definitely. Maybe not sharks, but I can see those little minnows riding them and singing "I can ride my bike with no handlebars!" After all, the bikes would just float, right? So the fish wouldn't need handlebars. Also, this question doesn't make sense. You say "maybe they don't need them". Well, humans don't NEED them either, yet we still like them.
