Introduction	Michael Burton has been commenting on UK local government for more than 20 years and is editorial director of the leading news magazine for local government, The MJ (Municipal Journal) and its website themj.co.uk He is a regular speaker and chairman at conferences and public events as well as on radio and TV and has interviewed every single Cabinet minister responsible for local government since 1989. He has also been an external examiner in public administration for Cardiff University’s renowned journalism school. He trained as a journalist on local papers before specialising in local government.
