| Introduction | Skep was prematurely born in Bangar on May 8, 1933. He was given the moniker 'Skep' by his college classmates at the Ateneo de Manila where he graduated with the degrees of B.S. Litt. in 1954 and LIB. in 1957. Upon his graduation from the Ateneo College of Law, Skep worked as a legal researcher at the Perkins & Ponce Enrile Law Office. He continued working as Assistant Attorney with the law firm and its successor law offices until Senator Juan Ponce Enrile (then Justice Secretary) appointed him as his Confidential Secretary at the Department of Justice. In 1979, he immigrated to the U.S. where in San Francisco he worked as Investigator at the Family Support Bureau until his retirement in 1995. |
