Introduction My new book Civil Rights to Cyber Rights: Broadband and Digital Equality in the Age of Obama analyzes the issues of how access to broadband must be viewed as a public utility. I am the Deputy Chief Operating Officer for DeKalb County Government in Georgia, and formerly served as Executive Vice President of Community Development at Benedict College in Columbia, SC. Prior to this post, I was the Director of the Office of Community Technology, founder of Broadband in Cities and towns and founder and director of the Center for Community Technology.I served on the Atlanta City Council for 7 years.
