Unlike a dog, how can a turtle ever be naked?
Well, I guess logic would follow that if the turtle were to ever leave it's shell it'd be naked. I say this for another important reason, too. Being naked involves being vulnerable as well. The turtle's shell is his home and defense against any outside threat. Without it, he is completely vulnerable making him naked in all sense of the word.
