Introduction | Barbara Hopkins is a lawyer and landscape architect who serves as Executive Director of NeighborSpace of Baltimore County, a land trust protecting small parks, gardens and natural areas in the suburbs that lie between Baltimore City and a growth boundary dating to 1967 known as the Urban Rural Demarcation Line (URDL). The suburbs here were constructed well before developers were required to set aside land for public open space. This fact, coupled with the implementation of the growth boundary or URDL, means that population is dense - 90% of the County's 805,000 residents live in these suburbs - and open space is at a premium. |
