Introduction	The National Policy on Education (NPE) 1986 and allied Pogramme of Action (POA) envisaged a third level (District level) institution to support academic functions especially in academic planning of teacher empowerment programmes in the District. In Kerala, DIETs were started their functioning in 1989 ( in three districts namely Kasargod, Wayanad and Thrissur) in the first phase, and in other four Districts including Kannur in 1991 in the second phase.
