Introduction	Richard Baker is a member of the United States Power Squadrons. He is a Past Commander of the Madison Sail and Power Squadron, and is a past Secretary of District 10; he now holds the rank of Past District Lieutenant Commander. Richard is a Cerified Instructor, Certified Vessel Examiner, and Boat Operator Certifier for USPS. He is also a Certified Safe Boating Instructor in Wisconsin and Iowa. Richard and his wife Cindy keep their 33' Rinker in Dubuque. Cindy is also a Past Commander of the Madison Sail and Power Squadron.
