Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.
Call me what you will (scarfaphobe?) but i just am not comfortable with men who wear scarves. I guess i'm just not that fashionable. I do prefer a tall collar (not turtleneck) for cold weather though.
