| Introduction | On April 7, 2002, my 20-year old son Justin was killed as he was leaving a party in a pasture in Winter Garden, FL. The 18-year old driver ran him over and left the scene. Charges were filed, and subsequently dismissed for what was termed a legal "loophole" in the Florida Statutes. State Uniform Traffic Rules didn't apply to private property at the time of Justin's death. As a result, I opted to change the Statute, via legislative intent. After 2-years of lobbying our State lawmakers, Governor Bush signed the Justin McWilliams Act, which became effective on October 1, 2006. Additionally, as a result of Justin's tragic loss, we have increased awareness on organ,tissue and corneal donation and moved forward in the education of our young people on making confident and responsible choices.
