Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.
Wearing a scarf makes me feel like I'm being strangled by a wooly python; it needs to be really cold for a scarf or polar-neck. Perhaps only Russia and Alaska get to those temperatures..
