Tony Carter History Our Air Force JROTC unit was established in the summer of 1996 by Colonel Mark Richardson and Master Sergeant/1st Sergeant Jack Monroe. The first year enrollment was approximately 110 cadets. Col Richardson had the foresight by the end of the first year to add another instructor, MSgt Tony Carter. At the beginning of the third year (1998) Colonel Steve Stephenson assumed the role of Senior Aerospace Science Instructor. In 2008 Col. Henry Gaither took over the role of the Senior Aerospace Science Instructor after Col. Stephenson retired. Our cadet enrollment flourished to over 350 cadets, approximately one third of the student body here at Rockingham County High School takes Air Force JROTC.
