| Introduction | Dr. Chance M. Glenn, Sr. is a full professor and the Associate Dean of Graduate Studies at the Rochester Institute of Technology. Dr. Glenn is also the director of the William G. McGowan Center for Telecommunications, Innovation and Collaborative Research. He holds Ph.D. and Masters degrees in electrical engineering from the Johns Hopkins University’s Whiting School of Engineering.
