Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.
This is a very good question, because I have very short hair, and I am a very cold person. I think it's probably just because I never find it something imperative to add to my morning schedule. I should, but it's never at the forefront of my mind, so I tend to ignore it.
