Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.
Well, I lost a bet once and had to wear a neckerchief all night in Japan...that was fun, but as for scarfs, it has to be pretty cold for me to accept the itchy in exchange for the cold.
