Introduction	James Hawthorne is a Senior Fellow at the Upper Gwynns Falls Drainage Basin Institute for Policy Studies[1]. A graduate of Duke University with a Ph.D. in clinical psychology, he began his career as the Associate Director of a treatment program for heroin addicts in East Baltimore. After 12 years in that position he became the director of a multi-site clinical practice in Central Maryland. He moved into the field of health systems research in 1999 when he took a position with the Centers for Medicare and Medicaid services as a Health Systems Analyst. He is now retired but continues to use his research skills to study political and policy issues. ------------------------------------- [1] Just kidding. Everything else is true though.
