Introduction | Wayne was a classroom teacher for 27 years in the Los Angeles Unified School District. From 1984-1990, he served as President of the 32,000 member bargaining unit, United Teacher's, Los Angeles. He was President of the 330,000 member, California Teacher's Association from 1999-2003. The seven contracts he negotiated for UTLA from 1984-91, teachers saw their salaries increased by 54% ($540 million). As president of CTA in 2000 he led a statewide campaign to give the state education budget a $2 billion dollar one time addition from the states $34 billion dollar surplus. On May 8,2000, Johnson led a 10,000 member rally in Sacramento. On May 9,2000, Wayne completed negotiations with Governor Davis to add $1.84 billion to the 2000-2001 California education budget. |
