Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.

I wear a mongolian hair lambskin scarf when its Siberia cold outside. My neck doesn't get cold, nor does it ever feel naked, it doesn't get red either! My feet, hands and nose get cold.
