Introduction The Housing & Development Board (HDB) was founded on 1 February 1960 to solve the housing shortage issues due to low construction rates and massive damage incurred during the Japanese occupation. Over the years, programmes such as Home Ownership Scheme, Build To Order(BTO) and Lift Upgrading Programme were set up so that Singaporeans can afford to buy their own homes and live in them comfortably. Today, more than 82% of Singaporeans live in public housing flats provided by HDB with more than 1.1 million units currently in use as of 2017.
