IntroductionLocke is an accomplished cartoonist whose editorial cartoons were published weekly in the Rochester Democrat and Chronicle for five years. In 1995 he produced Rochester’s first International Cartoon Festival, which featured editorial cartoons from all over the world including Iran, India, Croatia, Japan and Ukraine. For his graduate thesis, Locke produced a two-hour documentary on US/Cuban relations. Traveling to Havana and Washington, D.C., Locke interviewed politicians and dignitaries from both sides of the Florida Straits, including the Cuban Secretary General of Labor and the former mayor of Havana, as well as Kevin Whitaker, coordinator of Cuban Affairs for the U.S. State Department, Congressman Jim McGovern, and Wayne Smith, Senior Fellow at the Center for International Policy. Locke is actively involved with the Rochester Committee on Latin America and the Venezuelan Solidarity Network and is working with others to persuade the US Government to lift the Embargo and travel ban against Cuba, and to improve relations with Venezuela and other left-leaning governments in Latin America. He is a proud liberal— LIBERAL! Not progressive.
