Introduction	ANTROPOLOGO, POR LA UNIVERSIDAD NACIONAL DEL ALTIPLANO PUNO, Actualmente investigador independendiente en temas de etnicidad,politica, participacion ciudadana cultura, derecho consuetudinario, Educación Superior Indígena, diversidad e interculturalidad; ha sido investigador del INSTITUTO DE ESTUDIOS AYMARAS-IDEA Puno,y UNION NACIONAL DE COMUNIDADES AYMARAS- UNCA. Actualmente cursa en la EIB en Proeibandes-UMSS. Es comunero de la comunidad de Cutini Capilla.
