Introduction Residents and park users are calling on Network Rail to halt its plans to construct a 20-metre mast on the edge of Norwood Park. The intrusive structure will have a huge impact on the environment and community. We are demanding that the council takes steps to put a temporary stop order on the construction for an independent engineer to undertake an investigation in to alternative options. The mast will blight protected views of London from Norwood Park, tower over residential homes and is sited at the start of a dedicated country walk deemed of local scientific interest. Network Rail is a public funded company yet it doesn’t have to follow the same legal guidelines that we as individuals or private firms do. It doesn’t need planning permission for this monstrosity as it has been afforded permitted development rights. However, the government can approve a direction under Article 4 of the General Permitted Development Order to extinguish permitted development rights – which would put the brakes on the mast’s construction. Lambeth Council officers are unwilling to make any attempt to use existing legislation to negotiate or insist Network Rail move the mast.
