Duggan is a United Church of Christ (UCC) Pastor in Long Island, NY and the Executive Director of the UCC Church Building and Loan Fund, the first church building society in the United States. CB&LF offers and promotes financing and technical assistance for the purchase, construction or renovation of church buildings, meeting houses, parsonages/rectories, and other buildings used by the UCC and other churches across the United States. Duggan has been cited for his leadership in the redevelopment of two Long Island communities with high concentrations of poverty, New Cassel and Wyandach. As Nassau Deputy County Executive for Economic Development he led initiatives in planning, community development and affordable housing. He is committed to justice and restoration of communities by redeeming wealth in the economy of God.
