Well, maybe they don't need them, but don't you think that some fish might like a bicycle?
I think many fish are envious of the human's bike-riding abilities. Who knows! There could be an Ariel-ish type fish who is thinking to themselves "I want to ride a bicycle, I want to ride a bike." Then, he sells his ability to swim or the shine on his fin to become human so he can not only own but ride a bike. Maybe?
