Well, maybe they don't need them, but don't you think that some fish might like a bicycle?
bicycles would be a monumental achievement for the underwater world. With bicycles, the local fish may ride to their schools rather than spending all that extra time swimming. Less fish would be eaten by predators because the bikes would be much faster than those typical fins. Besides, who needs fins? Their so Mesozoic. Bicycles are the way to go!
