Introduction	Home ownership is for most the greatest investment of an average family's life. However purchasing in any deed restricted give the home owner the most inferior title to all other property owners titles. Deed restricted properties value and appreciation or depreciation is directly tied the ability or lack of ability of the HOA board of directors. The incidents of abuse by incompetent HOA boards across America are legion. Member and titleholders need to understand their rights and choice. spa-shout.org focuses specifically upon the Sun city Civic Association in Menifee California. It was created and built by Del Web in the mid '60's designed to be an "adult only community of age 18 and over". It was never designed as a 55+ only community. "Project 55" was began around 1997 by the SCCA Board at the time to turn the SC Core in a 55+ only community. Though they claimed there was a ballot sent for member's vote, no ballot was ever produced and the Secretary filed it was voted upon by the membership with the County recorder. I had written to the board several times only to be sent there governing documents.
