Well, maybe they don't need them, but don't you think that some fish might like a bicycle?
If the tires are filled with air then it might float to the water's surface, taking the helpless fish with it. I'm no marine biologist, but I'm pretty sure fish don't do well sans water. So this novelty that we assume fish would like because we, arrogant humans do, might essentially pull them to a violent, premature death. So, I guess my answer is: it all depends on what kind of fish it is.
