Introduction	An uphill battle I am the Reynolds Professor of Economics, Wake Forest University; formerly Professor of Finance, Kellogg School, Northwestern University; Associate Professor of Finance, Wharton School, University of Pennsylvania; Lecturer in Economics and Esmee Fairbairn Professor of Investments, Birmingham University, UK; and Economist, Board of Governors of the Federal Reserve System. I have consulted or been visiting scholar at the National University of Singapore, Clare Hall, Cambridge, and the Federal Reserve Banks of Chicago, Dallas, and Philadelphia. Recent books are A History of Central Banking in G.B. and the U.S. (Cambridge) and A History of Macroeconomic Policy in the U.S. (Routledge).
