Introduction General Jacob is undoubtedly one of South Asia's most celebrated military strategist. Credited with having converted a regular ceasefire into military history's first "Public Surrender", by getting the Pakistani General, Niazi to surrender in the 1971 India-Pakistan War, thereby obtaining the surrender of 93,000 Pakistani soldiers and para-military. He has also been heralded as one of the most prominent"Lions of Judah" by John Colvin, in his best-seller with the same title. Jacob's authoritative account of the Historic Surrender by the Pakistani forces has been captivated in another literary marvel, "Surrender at Dacca; The Birth of A Nation", by Jacob himself. He was also responsible for the Counter-Insurgency Operations which drove out the Naxalites from the East Indian state of West Bengal. Jacob has also been the Governor of two crucial Indian states, Punjab and Goa, besides being the Administrator of Chandigarh, India's most developed city. He is widely acclaimed to be the man who brought the Information Technology revolution in Punjab and Chandigarh.
