Well, maybe they don't need them, but don't you think that some fish might like a bicycle?
Totally, I mean fish would love to cycle to school (get it - a school of fish...haha, ok, crazy moment is now over), and so why wouldn't a fish like a bicycle. It could be an interesting experiment!
