Introduction My name is Howard Clark. The views in this blog are mine and mine alone. They are not the views of any organisation that I may be working with or for. I worked for over two decades in front line and service improvement roles within the public sector. Over the years we have had improvement regimes that have not improved services and billions of wasted taxpayer pounds. There have been lots of plausible ideas which have had little impact. Much of this waste has been caused by flawed assumptions and ideas arising from ThinkTanks and other ideologically weighted groups. We need an evidence base for change that reflects the reality and not assumptions about the management and delivery of public services. No more 'plausible' ideas. Evidence means studying and understanding from the view of services users 'outside-in'. This means going into the work to see, feel and touch true performance of the service. It cannot be done from an office or meeting room. A graduate of the University of York (BA and MA) and Cardiff (MSc).
