| Introduction | Agnostic, argumentative, always in trouble as an IAS officer, but still got a chance to do many interesting things including resuscitating a failed University and formulating national Education Policy. Worried about general lack of understanding of the state and local level dynamics among economic theoreticians and national leveal functionaries. I am deeply concrned about the bureaucracy at all level losing self esteem and not resisting financial & intleectual compromuses, Worried about well being of the common man being seen in an unintegrated manner, since the planning at the central level is seen separate from planning at the state and local levels. |
