A member of the Bar, he obtained his Bachelor of Laws degree from the University of the Philippines in 1986 and his Bachelor of Science degree (Major in Legal Management) from the Ateneo de Manila University in 1982. Before his election as Representative, he taught law at the Palawan State University. He had also served as Mayor of Puerto Princesa City. Dennis is married to Judge Ma. Rowena C. Pangalangan-Socrates with whom he has five children. He is now a resident of the town of Quezon, Palawan (situs of the world-famous Tabon Caves), and of Puerto Princesa City where he attends to his duties as Vice-Governor.
