| Introduction | IN ENGLISH: Urmas Arumäe, PhD, is associate professor of Law and Public Administration at the Estonian Business School (EBS). He was the Estonian Minister of Justice (1994) and the Mayor of the Viimsi Rural Municipality (2005-2008). In the private sector he has been active primarily as an attorney-at-law. EESTI KEELES: Urmas Arumäe, PhD on Estonian Business Schooli õiguse ja avaliku halduse dotsent. Ta oli Eesti Vabariigi justiitsminister (1994) ja Viimsi vallavanem (2005-2008).
