| Introduction | Studied at St. Stephen's College, Delhi (1954-59), BA (Hons) and MA in economics. Joined the Indian Foreign Service in 1960; retired in 1995. First ambassadorship in Algeria (1975-79); subsequently, Czechoslovakia (1979-81), Kenya (1984-86), San Francisco (as consul general, 1986-89), Mauritius (1989-92), and Germany (1992-95). In 1981-82. Taught practical diplomacy since 1995; focus on distance education; Professor emeritus, DiploFoundation, Malta and Geneva. Honorary Fellow, Institute of Chinese Studies, Delhi; lectured at diplomatic training institutions in Argentina, Bahrain, China, Iran, Kenya, the Maldives, Malaysia, Namibia, the Netherlands, Oman, Russia, Serbia, Singapore, South Africa, Suriname, Thailand, Trinidad & Tobago, and at LSE. Other positions: Archives By-Fellow, Churchill College, Cambridge; Public Policy Scholar, Woodrow Wilson Centre, Washington DC; Commonwealth Adviser, Namibia Foreign Ministry, 2000-01.
