Why don't you ever wear a scarf? It doesn't need to be cold outside for your neck to feel naked.
Why would I choose to restrict the identity of one of the most important features of my body? I already am required to wear clothing that hides every other facet of my naturally splendid form, must I also cover the part of myself that offends NO ONE simply because an article of clothing exists explicitly for that purpose? My neck doesn't feel naked; it's pleased to be exposed.
