Unlike a dog, how can a turtle ever be naked?
I think if you were a scientist studying the life of turtles, you would answer this question very differently. Back to the question, the turtle is already naked as it is with it's shell. I don't think idea of "naked" applies very well to the animal kingdom(somehow, this includes humans), because they have no ability to make clothing (exclude humans from this one).
