Introduction	SPARK is of the view that the concerns of the common people and especially that of marginalised in the society need to reflect in the policies of the govt. to make the democracy meaningful. SPARK believes that the policy making process and implementation should be transparent, inclusive and participatory. SPARK also believe that legislators need to be equipped with information and its analysis for policy debates, so that Legislature can effectively exercise its powers to hold govt. accountable. Objectives of SPARK: 1)To study and analyse the policies of govt, which affect the people at large, especially the marginalised in society. 2)To study implementation of particular policies and programmes of govt and issues involved therein. 3)To study and analyse budgetary provisions and actual expenditure on specific govt programmes. 4)To provide such analysis to policy makers, elected people's representatives, political parties and various other stakeholders for effective policy making. 5)To undertake various initiatives to encourage people's participation in policy making. 6)To undertake various initiatives to strengthen the democracy.
