Introduction Arbor Work Advantage Program began in June 2007 as a collaboration between New York City’s Human Resources Administration (HRA) and Department of Homeless Services (DHS) to assist residents in family homeless shelters obtain employment so they can qualify for a housing subsidy. Arbor Work Advantage Program is a team of Career Specialists, Workshop Trainers, Job Developers, Retention Specialists, and Management who provide services ON LOCATION at a variety of DHS Family Shelters and other locations. DHS can provide transitional housing for individuals and housing through assessment through the PATH (Prevention Assistance and Temporary Housing) Office. Longer term services, such as the Advantage Programs, were created to assist people into permanent housing.
