IntroductionThe multi-year effort by TTA and your lobby team to protect TSAP/Medical Transportation Program services to local transit customers is again threatened. Following a change in leadership within HHSC, the Full-Risk Broker proposal is back on the table and at the top of the agency’s list of proposals under consideration. Such a proposal would seriously and negatively impact revenue for most rural, and many small urban transit operations.
InterestsThis privatization, Full Risk brokering NEMT services to private contractors, is a scam. If a service or good is a public service/good, meaning the government pays to ensure that necessary goods/services are available to as many people as possible as needed, it is crony capitalism to contract these public goods/services to private companies. This socializes the costs and risks of providing important pubic good/services, yet grants a state certified monopoly to one particular company that privatizes all profit == we pay the cost and they keep the money! It is wrong to structure privatization so that companies are paid up-front for services they may have no intention of delivering, thereby increasing their profits.
