Introduction | Educated at Univ of Michigan 1963-70; BS Chemistry 1966, MS Environ. Health Sci. 1969, PhD Water Resources Sci. (Water Chemistry) 1970 (surface chemistry of activated carbon); '70-72 in industry; '72-76 Ass't Prof. Chemical Oceanography, Univ. Miami School of Marine & Atmospheric Sciences; started law school at U Miami 1975; in 1976 joined NOAA in DC, (computer modeling of weathering of oil spills -- which soon became "chasing" oil spills); George Washington Univ. Law School (nights) 1976-79. Congressional Liaison and marine scientist staff person for Nat'l Advisory Comm. Oceans & Atmosphere 1978-'80; graduated from law school in '79, left gov't in '80. After 3 yrs as Cong. liaison for various public clients on marine pollution issues, moved to Florida Keys to practice law, fish, sail, and go scuba diving. Taught Marine Pollution Law part-time as adjunct faculty at Univ Miami Law School (1983-93). Continued as oil & hazardous substance consultant, primarily for State of Alaska, through Exxon Valdez spill in 1989-91. Have specialized in regulatory takings law from late 1980's to now. |
