Introduction	Marks received a B.A. in Political Science with a concentration in International Relations from the University of Central Arkansas. Recently he has been engaged in graduate studies from Georgetown University in European Studies. In 1988, he founded Marks and Assoc., a government relations firm that specialized in health care and educational issues at the state and federal level. After the loss of his parents at an early age to cancer and diabetes, Marks became a leading advocate for expanded health care treatment and research. In 2005, he became the founding President of EUSA Council, an N.G.O. that's mission is to strengthen Trans-Atlantic relations through educational and cultural exchange programs. Its primary work has been working with European Embassies in Washington and members of Congress in facilitating greater cooperation between the United States and its European Allies.
