Introduction	I am both an optimist and a realist when it comes to our ability to reduce our carbon emissions and mitigate the worst effects of Global Climate Volatility. This is NOT ONLY a moral issue, it is an economic and a practical issue. I believe smart energy policies can enhance our economic prosperity while reducing our need for burning fossil fuels. Maybe not today, maybe not tomorrow, but some day soon, we will be on the right track.
