Introduction	Dr. Ravi Kant Dubey is Head of the Post-Graduate department of Political Science M.V. College, Buxar (Bihar) V.K.S. University, Arrah. Dr. Dubey is M.A first class in Political Science as well as in Public Administration. He completed his PhD. in "International Relations" from Patna University, Patna (Bihar). At present he is also indulged in Post- Doctoral Research work (D.Litt.). Dr. Dubey has several books in his credit including "Indo-Sri Lankan Relations", "Civil Liberty under Indian Constitution", "Modern Public Administration" (in Hindi) "Indian Administration", “Vaiswaik Arthik Mandi (Hindi)”, “Bhartiya Videsh Niti Ke Neye Ayam (Hindi)”and many more from the reputed publishers of India. One of his famous books was released by The Honorable President of India Dr. Shankar Dayal Sharma and another was released and appreciated by The Honorable Governor of Bihar Dr. A.R.Kidwai. He was awarded by several social and educational institutions for his academic contribution to the society including "Shikha Padak Puraskar" by Dr. Rajendra Prasad Sahitya AnweshanPrisahd.
