Introduction	Rajesh Khullar belongs to the 1988 batch of the IAS and is borne on the Haryana Cadre. He obtained his Master’s degree in Physics in 1984 topping the Punjab University. He has twice been the Director of Haryana State AIDS Control Society and it was then he realized of the gravity of the threat facing the youth and the inadequacy of the prevention messages. Creative and innovative, he began experimenting with the medium of fiction as a means of answering the HIV related doubts and questions that most of us want but find it difficult to ask. This led to the publication of his first novel, Viral Match, by Rupa. It was launched by the Indian cricket team on 8th December, 2007 during the Bangalore Test Match between Pakistan and India. He is posted as Commissioner, Municipal Corporation, Faridabad since July, 2007. He quickly turned the look and fortunes of the city around. On 3rd December, 2007 he was conferred an Award of Excellence under Jawahar Lal Nehru Urban Renewal Mission by the Government of India for improvement in Sustainable Urban Mobility through this green transport mode.
